MINUTES
  EASTHAM BOARD OF HEALTH MEETING
THURSDAY, JUNE 28,  2007 AT 3: P.M.


PRESENT:        Paul Lothrop, Chairman, Pat Lariviere, Stan Holt
                        Jane Crowley, Health Agent
                        (Dr. James Taylor- absent)   (Joyce Gibson resigns)

The Chairman opened the meeting at 3:00 p.m.


OPENING STATEMENTS:

Jane Crowley informed the board that due to personal circumstances Joyce Gibson  submitted a resignation letter to the Town Administrator.
The Health Agent introduced Beverly Knox as the new board member.

Stan Holt requested the Health Agent find out if any Eastham firemen went to South Carolina to honor those firemen that died.
Stan also inquired if there was any rule concerning discarding junk on your property since more people have been leaving sofas, stoves etc. on their front yards. The Health Agent will consult the zoning commissioner (Frank Defelice)

Jane Crowley informed the Board that Hazardous Waste Day is July 21-9am to noon
at Eastham Natural Resources & DPW Building, 555 Old Orchard Rd and
Sept 15- 9am to noon at Orleans Highway Garage, Bay Ridge Lane, off 6A.

The Health Agent also informed the Board that West Nile testing was taking place.  The results from last years testing were not available at this time.

VARIANCES:

1.      Fagan           545 Steele Road         Map-4   Parcel-539
        
David Lajoie presented a plan with requests for variances from 4 wells on parcels 539, 540, 526, and 538. The Board requested that the plan be reviewed by the DPW  since there has been a  problem with drainage on this street.    
Stan Holt made the motion to table this hearing until the next BOH meeting July 26 .
        Pat Lariviere seconded the motion.
        SO VOTED UNANIMOUSLY


Lee             7 West Shore Drive              Map-7A      Parcel-539

Tim Brady presented plans showing the replacement of an existing dwelling with a new 3 bedroom dwelling. The Board recommended that a tight tank might be considered for this project.
Stan Holt made the motion to continue this hearing until the next BOH meeting July26.
        Pat Lariviere seconded the motion.
        SO VOTED UNANIMOUSLY

EXTENSION REQUEST:

        Healy   365 Harmes Way                  Map-1       Parcel-111
        
Tim Brady requested an extension of  Title 5 variance approval as listed per plan East Cape Engineering approved by the Eastham Board of Health 6/29/2006 expires        6/29/2007.
        Pat Lariviere made the motion to grant an extension for one year.
        Stan Holt seconded the motion.    (This extension will expire June 26, 2008)
        SO VOTED UNANIMOUSLY

Transfer station and recycling regulations were signed by the Board.

    RABIES BAITING      
                                        
Information about the summer rabies project was submitted to the Board..  This project took place in the Wellfleet - Eastham zone on June11th and were open  for the first night June12th. Ten nights of trapping and then the traps were pulled. Results will
be submitted to the Board when the Health Department receives them.             

A discussion concern holding a work shop to review the policy for building in environmental sensitive lots. Jane informed the Board that Dr.Talyor requested the
Board  hold a work shop . The time and date to be decided later.

The meeting was adjourned at 5:25
